The BT17 is a 4 inch Picatinny rail section that adds a clean mounting point to your forend, so you can clamp an Atlas bipod to a rifle that did not come with a rail. The extra length gives you room to position the bipod for balance and loading. For shorter setups, the BT15 3.35 inch rail does the same job in a more compact length.
